its pretty strait forward. you can get phpbb3.0.14 from github here https://github.com/phpbb/phpbb/tree/3.0.x
once 3.0 is up and running you can dl STK (Support Tool Kit) here https://www.phpbb.com/support/stk/
and use it to clean your db back to stock phpbb
once your satisfied that the board is operational, the db is clean and all your user permissions are correct, the update from 3.0 to 3.3 is pretty strait forward https://www.phpbb.com/support/docs/en/3 ... /upgrade3/
*note its been awhile since I updated a phpbb2.0 to 3.0 and its possible the update itself will sanitize your db and STK may be unnecessary but its an easy step to check
for the chrome issue, delete your site cookies
for viewing forums and topics go to acp/permissions/forum permissions and check/set permissions. To avoid bloating your acl tables use the preconfigured groups ie.. Registered users, Newly registered users etc
you can adjust these group permissions in acp/permissions/forum roles
