The newphpbb/file_downloader.phpfile in phpBB 3.3.14 was IMO a major mistake on the part of the phpBB devs. It's going to cause conflicts with a LOT of extensions, as well as various issues on systems with versions of PHP that were compiled against libraries that don't have the configuration required by Guzzle/psr7.
I strongly suggest that you replacephpbb/file_downloader.phpwith the version in phpBB 3.3.13.
