I am getting the same error message and having the same 15% issue as the original poster.
I am trying to install a fresh copy of phpBB3.3.0 on my desktop so that I can practice processing an upgrade to 3.3.14 before processing the same upgrade on the commercial server that I support that has many users around the world, so I cannot afford to have it down for days while I troubleshoot an error on my production DB.
I downloaded and installed the latest version of WAMP (64-bit) on a desktop that is running Windows 10 and where I am the administrator.
I have deleted everything and restarted on several occasions and always get stuck at the same spot. I have tried making changes with MySQL and phpMyAdmin. I believe that have been careful to follow the installation instructions to change the attributes to various directories even though I am the administrator, yet I am obviously missing something.
My versions are Apache 2.4.62.1, php 8.3.14, MariaDB 11.5.2 and MySQL 9.1.0
What have I missed?
