That's not true for the installer. As soon as you click on the Install tab, 404 not found.URL rewriting is completely optional in phpBB and is disabled until you turn it on (ACP --> Server Settings --> Enable URL Rewriting). If you look at the .htaccess file we provide, the first line checks to see ifmod_rewriteis even available before attempting to rewrite URLs.
