Thank you, KevCYep it's all built in.
You can create a new group and in the settings for it you can assign a rank to that group, in the same way you would for an admin or mod group or VIPs for instance.
Then anyone you put in that group will have that rank. You might have to make it their default group to override a registered users rank though (I've forgotten!!). If you unban them, you can just take them out of the group again.
