[3.3.x] Support Forum • Topic Cement Style

Hi, I'm looking for a way to be able to reorder my announcements and keep them in that order regardless of posts being added to them. I read on here about an extension called Topic Cement Style which seemed to be exactly what I need. However, the download link fails. Does anyone use this... would you have a working download link... or is it possible to send me a copy of the extension?
