[3.3.x] Support Forum • Forum Rules permission problem

Hello,

Something is bothering me about the display of forum rules.
I have the following permissions for guests for one forum:

Can see forum - yes
Can see topics - yes
Can read forum - no

The reason is I want them to see the topics without being able to read them.
Works fine.
The problem is guests also are denied access to forum rules.
I dont know if its a bug or I am setting the permissions incorrect?

An additional question, what does the "Can see topics" permission?
